    is there a run command that make my computer to clear all the cookies and windows explorer history everytime i shutdown/ restart?

    As for your second question, in Internet Explorer under Tools>Internet Options, the best you can do is set History to 0 days, and under the Privacy tab select Advanced and set First & Third party cookies to Block and tick "Allow session cookies" - that'll keep your cookies folder clear.
