I am trying to figure out how to force folders to the top of the hierarchy, and then all other files following in alphabetical order in winxp.

That was the default view in win98; now all folders are mixed in with other files in alphabetical order

Click on the "Name" header to sort alphabetically.

...or simply chose "Name" from "Arrange Icons By" from "View" menu.
You can also do it by right clicking in any free area in the right side pane of the explorer window...:thumb:

maybe you don't understand - it is arranged by name. but instead of all folders being arranged by name and then files arranged, the folders are mixed in with the files

    say I have 5 items
2 are folders, dl and web
    3 are images, acro.jpg, dog.jpg, and zoo.jpg

    they would look like this:

    acro.jpg
    dl\
    dog.jpg
    web\
    zoo.jpg

I say "reinstall XP" but you might want to troubleshoot it if ya want.

well then you can try this thing. first arrange everything by "Type" rather than "Name". This will arange all the folders first and then it will arrange the files. Now you can arrange it by "Name". Do remember to tick on "Auto Arrange" for future problems like this.
If everything else fails it could be related to the problem with windows saving the view of a folder. To troubleshoot from there try PI's new guide From Relax to Righteous. It has a section regarding windows XP remembering a folder view. Though its highly unlikely that windows is not remembering the view in ur case...but it might help.
